Why do we need uniform definitions for cat categories?
Lack of state-wide uniform definitions lead to:
1. Confusion
Current feral cat management in Hawai‘i utilizes non-specific definitions of what constitutes a ‘feral cat’.
Having contradictory and different definitions leads to confusion in implementation process.
2. Inconsistencies
In absence of uniform definitions, different management authorities may implement dissimilar definitions of cats in their strategies. This leads to further inconsistencies in current policies and ineffective management practice.
3. Enforcement issues
Given the confusion and inconsistencies around the lack of specific uniform definitions, enforcement of policies also becomes difficult to execute.
